바이든의 유쾌하지 않은 MBS와의 만남.(Aljazeera)

바이든의 GCC회원국들과의 회담은 사우디 경제의 허브 도시인 사우디아라비아의 제다에서 열렸다. 몇 일전 발표된 미국의 6월 소비자물가 지수가 9퍼센트를 넘은 충격적인 상황이 말해 주듯 이번의 회담은 오롯히 미국의 경제 문제를 해결해야 한다는 벼랑끝과 같은 상황에서 열린 것이다. 더욱이 미국의 상하원 그리고 주지사등을 선출하는 이른바 2022년 중간선거를 얼마 앞두지 않은 상황에서 경제 문제 등으로 바이든의 인기가 점점 떨어지는 등 내외부적으로 큰 어려움을 격고 있는 바이든 정부와 민주당은 우선 눈앞에 보이는 큰불인 인플레션을 잠재우기 위해 에너지자원의 보고인 중동의 산유국들의 협력이 절실한 상황이다. 그런데 GCC 회원국 중 사우디와의 전격회담이 바이든정부에서 뼈아픈 이유는 대통령후보 시절부터 자신이 한결같이 강조하고 표방해온 인권신장이라는 문제가 걸려있기 때문이다. 워싱턴 포스트의 칼럼리스트이기도 했던 자밀 카쇼지의 충격적인 살인은 실질적으로 사우디 왕태자인 MBS에 의해 지시된 것으로 결론이 난 상황에서 미국과도 관련이 있는 유력 언론인의 인권을 탄압한 사우디 왕가에 어떠한 제제도 없이, 사우디와 바이든의 첫 회담의 목적이 바이든이 부탁하는 입장에서 고개를 숙이고 들어가야한다는 사실에서 미국과 자신의 체면을 크게 구기는 일이 되어 버렸다. 발등의 불을 끄는 일이 급하기는 급한 모양이다.

US President Joe Biden is using a summit of Arab nations to lay out his strategy for the Middle East as he closes the final leg of a four-day trip meant to bolster ties in the region.

At the summit that took off in Saudi Arabia’s Red Sea city of Jeddah on Saturday, Biden said the United States “will not walk away” from the Middle East.

 

Leaders of six countries of the Gulf Cooperation Council (GCC) – Saudi Arabia, Qatar, Bahrain, Kuwait, Oman and the United Arab Emirates – plus Jordan, Egypt, and Iraq will be holding talks on regional security and bilateral relations with the United States at the summit.

“We will not walk away and leave a vacuum to be filled by China, Russia or Iran,” Biden said. “We will seek to build on this moment with active, principled, American leadership.”

Although US forces continue to target armed groups in the region and remain deployed at bases throughout the Middle East, Biden suggested that he was turning the page after the country’s invasions of Iraq and Afghanistan.

“Today, I am proud to be able to say that the eras of land wars in the region, wars that involved huge numbers of American forces, is not under way,” he said.

 

Biden also pressed his counterparts, many of which lead repressive governments, to ensure human rights, including women’s rights, and allow their citizens to speak openly.

“The future will be won by the countries that unleash the full potential of their populations,” he said, including allowing people to “question and criticize leaders without fear of reprisal.”

The US president spent Saturday morning meeting individually with the leaders of Iraq, Egypt and the UAE, some of whom he had never sat down with.
