바이든과 보우소나로의 만남. (Folha de S.Paulo)

아메리카 대륙의 두 번째 경제 규모의 브라질의 대통령과 미국의 바이든 대통령은 1년 6개월이 지날 지금까지 아직 대화를 해본 적이 없다. 이런 상황이 펼쳐진 가장 큰 이유는 보우소나로가 미국 민주당에 극우 문제아로 찍혀있는 상태이며, 본인도 전 트럼프 대통령을 롤모델로 언급하며 공개적으로 지지함으로써 남미의 트럼프라 불리기도 했기때문이다. 바이든이 미국 국내 정치에서 낮은 지지율로 고전하며 이미 백악관을 떠났지만 계속된 정치활동으로 그 영향력을 잃지 않은 트럼프의 망령이 그를 괴롭히는 와중에 남미의 트럼프라... 아마 꼴도 보기 싫고 엮이기 싫었으리라 짐작한다.

 

그런데 최근에 그를 만나야 하는 이유가 생겼다. 단지 보우소나로를 만나는 것이 아니라 중남미 주요 회원국들 함께 만나 협력을 강화하는 자리이지만, 멕시코와 함께 중남미에서 차지하는 브라질의 비중을 생각할 때 바이든은 보우소나로와 의미있는 대화를 주고 받게 될 것이다. 미국의 바이든이 브라질을 포함한 중남미 국가들을 초청해 만나된 그 이유는 최근 우크라이나 전쟁으로 야기된 국제 정세와 있다. 러시아와 중국이 반미 반나토 진영에 속하게되어 같은 배를 탄 모양새가 되었으며, 남아시아의 대국 인도도 저렴한 가격에 러시아의 천연가스와 석유를 이용하게 되어 반기는 분위기다. 또 브라질의 좌파진영의 차기 대권주자인 전 룰라 대통령은 우크라이나 전쟁의 책임론을 두고 공개적으로 미국을 비난했다. 제 3세계의 국가들도 이번 사태로 벌어진 식량, 자원 대란으로 벌어진 국제 경제 생태계의 파괴로 여기저기 고통을 호소하는 목소리가 날로 거세어지는 중에 최근 우크라이나에 400억 달러치의 무기 지원을 통과시킨 미국의 바이든 정부가 좋게 만은 보이지 않는 상황에 놓였다. 무기를 지원하면 전쟁이 더 장기화될 가능성이 많고, 후진국 및 중진국인 자국의 경제가 더 나락으로 떨어지며 경제 및 정치적인 상황의 고통이 가중될 것으로 보이기 때문이다. 이런 상황에서 미국 정부는 최대한 자신들을 지지해주고 자신들의 선의(?)에 하트를 보내줄 동지들이 필요하게 되었다. 물론 금번 바이든의 한국과 일본으로의 방한과 방일도 여러 테마가 있었겠지만, 같은 맥락에서 이해해 볼 수도 있다. 

 

바이든과 보우소나라의 첫 만남에 어떤 이야기가 오고 갈까? 언뜻 보아도 전혀 대화가 되지 않을 두 지도자가 웃으며 서로에게 협조를 구해야 되는 상황이 벌어지는 것을 보니 우습기도하고, 적도 동지도 없는 국제정치 미묘한 생태계를 보는 것 같기도하다.

Brazilian travels to the Summit of the Americas after US request that indicates possible change in posture

In the next few days, Jair Bolsonaro (PL) will arrive in Los Angeles for his first meeting with US President Joe Biden, in an agenda seen by Palácio do Planalto as an opportunity to break the Brazilian leader's image of isolation and international pariah.

The meeting, held amid the Summit of the Americas, comes a year and a half after Biden came to power in Washington. Since then, the two presidents have never spoken directly.

The lack of dialogue between the heads of the two largest economies on the American continent is no accident. Until recently, Bolsonaro was considered a toxic figure by the White House, and Biden's aides ruled out the possibility of a phone call with the Brazilian earlier this year. The shift in US foreign policy is a result of different factors.

In the immediate plan, the possibility of the Summit of the Americas turning into a diplomatic failure due to the absence of the most important countries in Latin America was skillfully exploited by Bolsonaro and his allies, who did not want Brazil to attend.
